There may be insufficient system pages allocated by the Operating System to support the device. To allocate more pages, increment the registry key:

  [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\
     Control\Session Manager\Memory Management] 
     "SystemPages"=dword:000?0000

by 10000 at a time. The maximum value is 0x50000.
