I wanted to know is it possible to configure a system to work with both the PCC-1553 and the PCC-D 1553 card?

The answer turns out to be "yes, it can be done". You will need to install one of the PCMCIA boards, but not both. You will need to use a ".reg" exported registry key file to switch between boards. When you do this, you can use your PCMCIA board in either slot. The ".reg" file modifies the board's registry key to the desired board.
