No, the Operating System recognizes that the memory region (or I/O region) is reserved but may not know how to display information about who has reserved it. In this case, the region is shown as "Unavailable for use by devices". In general, a correctly installed Condor ISA device will show up this way in the device manager. If the region was listed as "Unavailable for use by devices" before the Condor driver was installed then another device in the system is most likely using that region.
